Dated 06/11/2018 The Surin Highway District was established in 1941, directly under the central government, Department of Highways, Ministry of Transport. Its chain of command was Highway Office 10 (Nakhon Ratchasima), Maintenance Division, Department of Highways. Land Acquisition at the Start: When the Surin Highway District was established in 1941, the Department of Highways purchased 3 rai, 2 ngan, 4 wa of privately owned rice paddy land for 36,000 baht. This land was adjacent to the Nai Mueang Subdistrict Municipality, Mueang District, Surin Province. The Surin Highway District was responsible for the construction and maintenance of highways. As the number of vehicles and roads increased, the area became cramped. The district attempted to expand its premises but was unable to do so due to encroachment on private land, increasingly dense housing, proximity to a municipal pond, and land belonging to the Provincial Public Works Department. The Surin Highway District attempted to find vacant land from other government agencies to request a division for the establishment of its own highway district, but without success. In 1956, the Surin Highway District proceeded to purchase privately owned land used for rice cultivation on the outskirts of Surin, acquiring 29 rai, 2 ngan, and 93 square wah (approximately 9.9 hectares) at a price of 3,000 baht per rai. At that time, land prices were not high and were generally competitive. The land was located along the Surin - Tha Tum highway at kilometer 1+014 (on the right side of the road) (original kilometer marker) (currently renamed Chom Phra - Surin, kilometer 191+700). Once the purchase and transfer were completed, planning began for the construction of the office, the district engineer's residence, and clerk's residences. Some parts were completed, and the new Surin Highway District office opened in 1958. Materials and staff were moved from the old office, and the old office and the district engineer's residence were demolished and renovated to create a workshop, a storage facility, and subsequently, residences for civil servants and clerks were constructed. The project was completed according to the plan. The old district office still has land and three houses, which civil servants and employees have resided in continuously until the present. Some of the land to the north, bordering Municipality 1, was allocated by the Department of Treasury, Ministry of Finance, for the establishment of the Telephone Organization of Thailand, as all government land must be registered as state property under the control of the Department of Treasury. Later, in 1996, the district office received a budget of 2,618,500 baht for the construction of a new office building, which is the current Surin Highway District Office. In 2009, the Surin Highway District Office changed its affiliation to Highway Office 9 (Ubon Ratchathani), where it remains to this day.
